movedThat the Minister representing the Minister for Finance and
Administration
provide to the Finance and Public Administration References Committee
by 26 March 2001 the following documents relating to that committees
inquiry into the
Governments information technology (IT) outsourcing initiative.
Covering letter from the Hon R Kemp (PDF format), Acting
Minister for Finance and Administration, dated 4 April;
A
copy of the legal advice obtained by the Department of Finance and Administration
from Phillips Fox (PDF format), referred to in evidence at the public
hearing on 7 February 2001;
A
record of documents generated by the Humphry Review (PDF format) and
their current location;
A
copy of advice from KPMG (PDF format) on whether the IT outsourcing
service contracts contained embedded finance leases;
Copies
of the evaluation reports for IT contracts that have been let (PDF format),
with information identified as commercially sensitive 'blacked out' and
providing the reasons for such claims;
A
copy of legal advice that the disclosure of evaluation reports to the
Committee may create a significant risk of litigation to the Commonwealth
(PDF format);
A copy of a letter and attachments from the Minister of Finance and Administration
(PDF format) dated 20 January 1999 to ministers that gives further
detail about OASITO's role going forward in the implementation of the
IT initiative and advice as to whether the letter was provided to the
Humphry Review;
Details of the transition arrangements and the operation of
OASITO for the next six months, including (PDF format) -
(i) arrangements with the consultants that OASITO had previously on the
books
(ii) who is to be retained
(iii) precisely which contracts have been terminated and when, and
(iv) ongoing liabilities in terms of contract commitments after 31 December
2001;
Copies of financial advice from PricewaterhouseCoopers (PDF format)
dated 26 May 2000 and Deloittes dated 10 May 2000 on the methodology used
to calculate savings.
