On 26 August 2021 the Senate referred the following matter to the Foreign Affairs, Defence and Trade References Committee for inquiry with an interim report 29 November 2021 and the final report by the first sitting week in February 2022.

On 8 February 2022, the reporting date for the final report was extended to 4 March 2022.
On 4 March 2022, the reporting date for the final report was extended to 16 March 2022.
