CONCLUSION

We have reviewed the voluminous body of evidence received by this Inquiry and have participated in the numerous hearings held. On the basis of our review and participation, and our careful consideration of the evidence presented, we strongly recommend that the Telstra (Dilution of Public Ownership) Bill 1996 be passed by the Senate in its present form. We reject the key recommendations of the combined Opposition Parties that Telstra remain in full Government ownership, that the Bill be split and that the $1 billion environmental package to be funded by the partial sale of Telstra come from other sources.

We have also made a number of other recommendations set out elsewhere in this Majority Report.

We urge the Senate to proceed forthwith to pass the Bill, so as to deliver as quickly as possible the substantial benefits which the Bill will bring for Australian telecommunications consumers, and for all Australians.
