Additional comments by the Australian Democrats

1.1 Senator Greig recommends that the following amendments be made to the Bill:

(a) An amendment to ensure that the offence of using a carriage service to menace, harass or cause offence includes a requirement that a person is actually menaced, harassed or offended by the particular use of the carriage service.

(b) An amendment to the definition of "public benefit" in subsection 474.24(2), so that scientific, medical or educational research is not required to be approved by the Minister as a prerequisite to it being considered to be of public benefit.
