Terms of Reference

On 27 April the Senate referred the following matters to the Committee for inquiry and report by 30 May 1999 (subsequently extended to 30 June 1999):

  1. the approvals process for the Jabiluka uranium mine project, including both the Ranger Mill and Jabiluka Mill options and the appropriateness of the process, including but not confined to the independence of the process, the level of assessment, the timing and content of decisions and the capacity of the assessments to deal with world heritage obligations and impacts;
  2. whether an inquiry under section 11 of the Environment Protection (Impact of Proposals) Act 1974 is now warranted in relation to the project;
  3. whether Australia is appropriately fulfilling its international obligations in relation to the protection of the Kakadu National Park World Heritage Area in relation to the project;
  4. whether Australia is appropriately fulfilling its international and domestic obligations in relation to radiological protection in relation to the project; and
  5. the rights of Traditional Aboriginal Owners over the area and the extent, appropriateness and outcome of consultation with the Traditional Owners.
