Selection of Bills Committee

Report No. 5 of 2024

The Senate adopted the report. The recommendations of the report were agreed to on Thursday, 16 May 2024.

  1. The committee met in private session on Wednesday, 15 May 2024 at 7.14 pm.
  2. The committee recommends that—
    1. the Airline Passenger Protections (Pay on Delay) Bill 2024 be referred immediately to the Rural and Regional Affairs and Transport Legislation Committee for inquiry and report by 18 November 2024 (see appendix 1 for a statement of reasons for referral);
    2. the provisions of the Criminal Code Amendment (Protecting Commonwealth Frontline Workers) Bill 2024 be referred immediately to the Legal and Constitutional Affairs Legislation Committee for inquiry and report by 20 June 2024 (see appendix 2 for a statement of reasons for referral);
    3. the provisions of the Education Services for Overseas Students Amendment (Quality and Integrity) Bill 2024 be referred immediately to the Education and Employment Legislation Committee for inquiry and report by 15 August 2024 (see appendix 3 for a statement of reasons for referral); and
    4. the provisions of the Illegal Logging Prohibition Amendment (Strengthening Measures to Prevent Illegal Timber Trade) Bill 2024 be referred immediately to the Rural and Regional Affairs and Transport Legislation Committee for inquiry and report by 20 June 2024 (see appendix 4 for a statement of reasons for referral).
  3. The committee recommends that the following bills not be referred to committees:
    • Australian Postal Corporation and Other Legislation Amendment Bill 2024
    • Legislate the Date to End Live Sheep Export Bill 2024
    • Parliamentary Business Resources Legislation Amendment (Review Implementation and Other Measures) Bill 2024.
  4. The committee deferred consideration of the following bills to its next meeting:
    • Australian Capital Territory Dangerous Drugs Bill 2023
    • Broadcasting Services Amendment (Ban on Gambling Advertisements During Live Sport) Bill 2023
    • Competition and Consumer Amendment (Continuing ACCC Monitoring of Domestic Airline Competition) Bill 2023
    • Criminal Code Amendment (Inciting Illegal Disruptive Activities) Bill 2023
    • Electoral Legislation Amendment (Fair and Transparent Elections) Bill 2024 (No. 2)
    • Electoral Legislation Amendment (Lowering the Voting Age) Bill 2023 [No. 2]
    • Environment Protection and Biodiversity Conservation Amendment (Protecting Environmental Heritage) Bill 2024
    • Environment Protection and Biodiversity Conservation Amendment (Regional Forest Agreements) Bill 2020
    • Excise and Customs Legislation Amendment (Streamlining Administration) Bill 2024
    • Fair Work (Registered Organisations) Amendment (Protecting Vulnerable Workers) Bill 2024
    • Freeze on Rent and Rate Increases Bill 2023
    • Treasury Laws Amendment (Extending the FBT Exemption for Plug-In Hybrid Electric Vehicles) Bill 2024.
  5. The committee considered the following bills but was unable to reach agreement:
    • New Vehicle Efficiency Standard Bill 2024
      New Vehicle Efficiency Standard (Consequential Amendments) Bill 2024.
