The Parliamentary Standing Committee on Public Works will consider three new referrals under the Public Works Committee Act 1969. This will improve their capacity to store new ultra large fire fighting vehicles, and enhance regulatory compliance and workforce engagement. Airservices Australia—PFAS Remediation of the Former Fire Training Ground at Rockhampton Airport, Queensland – $24.975 million. The works will remediate Per- and Poly-Fluoroalkyl Substances (PFAS) contamination resulting from historical firefighting operations at the Former Firefighting Training Ground at Rockhampton Airport. Department of Infrastructure, Transport, Regional Development, Communications, Sports and the Arts—Proposed Fit-out of New Leased Premises at 7 London Circuit, Canberra City – $32.5 million. The works will fit-out the Department’s new leased office at 7 London Circuit, Canberra to enable vacation of existing office accommodations. On 20 August 2024 the Chair of the Parliamentary Standing Committee on Public Works, Mr Graham Perrett MP, presented the sixth Public Works Committee Report of 2024 to the House of Representatives. This report considers three proposals referred to the Committee between May and July 2024. One of the projects, the upgrade of infrastructure and facilities at HMAS Stirling, is expected to cost $738.1 million. From 2027, HMAS Stirling will serve as a base for the Submarine Rotational Force – West (SRF – West), a rotational force of conventionally armed, nuclear-powered submarines from the US and UK under the AUKUS agreement. During its inquiry, the Committee heard serious concerns about the proposed works from community organisations, local government representatives and members of the local community. Some of these concerns—for example, those relating to the AUKUS agreement and the utility of nuclear-powered submarines for Australia—fall outside the scope of the Committee’s inquiry. The nuclear safety and environmental impact of the project will be subject to separate approval processes under the Environment Protection and Biodiversity Conservation Act and by the Australian Radiation Protection and Nuclear Safety Agency. The Committee also heard about the impact the proposed works will have on local infrastructure, such as transport and housing, which is already stressed. Mr Perrett MP said “The Committee urges Defence to provide extensive and genuine consultation opportunities on all issues of concern raised by the community. Defence should continue this consultation during the construction phase and be prepared to adapt its approach to address community concerns.” A second proposal relates to the fit-out of the new Commonwealth Parliamentary Offices (CPO) at One Festival Tower in Adelaide. The new Offices will be larger, and better equipped to handle surge capacity, than the ageing facilities currently located on King William Street. In order to ensure the physical safety of Australia’s parliamentarians, the Committee recommends the Australian Federal Police be involved in the ongoing design process of this fit-out, and at an earlier stage in any subsequent CPO fit-outs. On 1 July 2024 the Chair of the Parliamentary Standing Committee on Public Works, Mr Graham Perrett MP, presented the fifth Public Works Committee Report of 2024 to the House of Representatives. This report considers six proposals referred to the Committee between November 2023 and March 2024 with a combined value of more than two point one billion dollars. One of the projects, to demolish and replace living-in accommodation at ADFA, makes up half of the combined value at just over one billion dollars. The Committee’s report notes that the ADFA accommodation is no longer fit for purpose and needs replacement. However, the report recommends that Defence improve the proposal by working with the National Capital Authority to increase the height of each building, install electric vehicle chargers, and consider design changes to reduce operating costs. Although Defence states that the re-design will assist in reducing incidents of unacceptable behaviour, the Committee expects Defence to improve behaviour through social education and fostering cultural change and not rely on an improved building layout. This project was referred to the Committee at an early design stage and has not yet received National Capital Authority approval. The works will upgrade and replace essential power, water and sewer services supporting the Muṯitjulu community as the existing services are over 30 years old, non-compliant with current Australian standards and have become increasingly unreliable.  Department of Finance — Proposed Fit-out of New Commonwealth Parliament Offices, Perth, Western Australia – $38.2 million The current fitout of the Perth Offices are aged, no longer fit for purpose and the business requirements. A new Perth site will provide compliant, modern and secure facilities that support and facilitate government business efficiently and effectively. The project will support the introduction into service of the MQ-4C Triton aircraft system (Triton). Triton is a remotely piloted high altitude long endurance aerial system designed for maritime patrol and other surveillance roles; and is equipped with a sensor suite that provides it with a view of its surroundings for over 2,000 nautical miles. The LAND 121 Stage 5B Facilities Project will provide fit for purpose facilities and infrastructure to support and sustain vehicles, modules and trailers being procured for the Australian Defence Force under the LAND 121 Vehicle Acquisition Program. The cost of the proposed works is $183.3 million, excluding GST. The Armoured Fighting Vehicles Facilities Project will provide fit for purpose facilities and infrastructure to support and sustain, and train Army personnel on the next generation of Armoured Fighting Vehicles capability being procured for the Australian Defence Force.
