2.2        The committee thanks the Minister for Health for confirming that the bill engages the right to health in article 12 of International Covenant on Economic, Social and Cultural Rights and the right to freedom of expression in article 19(2) of the International Covenant on Civil and Political Rights. The committee makes no further comment on this bill.

Purpose of the instrument

2.3        This regulation amends the Tobacco Advertising Prohibition Regulations to prescribe content and format requirements for internet point-of-sale tobacco advertisements. The amendments require advertisements to be presented in a plain, text-only format with health warnings and age warnings.

2.4        The Minister's response is in Appendix 1.
