Committee view

1.2        The committee thanks the Minister for Regional Australia, Regional Development and Local Government and the Arts for confirming that the bill engages and promotes the right to take part in cultural life. The committee makes no further comment on this bill.

Purpose of the bill

1.3        This bill establishes the National Portrait Gallery of Australia (the Gallery) as a Commonwealth statutory authority subject to the Commonwealth Authorities and Companies Act 1997 (the CAC Act).  As a consequence, the Gallery will cease to operate as a Branch within the Department of Regional Australia, Local Government, Arts and Sport.

1.4        The second reading speech notes that the establishment of the Gallery as a statutory authority is intended to support and deliver on the goals of the Government’s National Cultural Policy.
