Committee view

1.2        The committee notes that the statement of compatibility claims that this bill does not engage human rights as defined in the Human Rights (Parliamentary Scrutiny) Act 2011. The committee seeks clarification from Senator Ludlam whether the bill could be said to engage the right to freedom of expression contained in Article 19 of the International Covenant on Civil and Political Rights.

Purpose of the bill

1.3        This bill amends the Broadcasting Services Act 1992 to introduce a public interest test for changes in control of nationally significant media operations.
