Part of a package of six bills to give effect to the Government’s Nation Building and Jobs Plan, the bill amends the:
Social Security Act 1991
and Social Security (Administration) Act 1999
to provide for the payment of a one-off $950 bonus to: eligible students returning to study or training in 2009 and certain other income support recipients; and farmers and farm-related small business owners receiving exceptional circumstances related income support payments; Social Security Act 1991
to: reduce the qualification period for the education entry payment from 12 months to four weeks of continuous receipt of income support payments; and provide for an education entry payment supplement of $950 to those eligible for the education entry payment; A New Tax System (Family Assistance) Act 1999
and A New Tax System (Family Assistance) (Administration) Act 1999
to: provide for the payment of a one-off $950 per child bonus to families eligible for family tax benefit (FTB) Part A and certain children who receive a carer payment or disability support pension; and provide for a single income family bonus payment of $900 for families entitled to the FTB Part B. Also: enables the establishment of administrative schemes to provide bonus payments in circumstances where the statutory regime does not produce an appropriate result; and makes consequential amendments to four other Acts.

The bill: establishes the Higher Education Endowment Fund (HEEF) to generate earnings for capital expenditure and research facilities in higher education institutions; grants the Treasurer and Finance Minister the power to credit cash amounts to the HEEF; grants the Future Fund Board of Guardians (the Board) statutory responsibility for managing the investments of the HEEF; expands the Future Fund Management Agency’s operational activities to provide executive support to the Board and be responsible for the operational activities associated with the investment of the HEEF; requires responsible ministers to issue an Investment Mandate to the Board regarding the investment of the HEEF and determine rules for the maximum level of payments from the HEEF; and establishes the Higher Education Endowment Fund Advisory Board to advise the Education Minister on matters related to the making of grants to eligible higher education institutions.
