Amends the
Commonwealth Electoral Act 1918
to allow the Australian Electoral Commission (AEC) to undertake any plebiscite on the amalgamation of any local government body in Australia by: authorising the AEC to use and disclose certain information, including information contained in an electoral roll for the purposes of conducting an activity, including a plebiscite; and overrides State or Territory law which prohibits, penalises, or discriminates against a person or body taking part in such an activity.

Amends the
Commonwealth Authorities and Companies Act 1997
to: enable the Finance Minister to make General Policy Orders which are legislative instruments and listed on the Federal Register of Legislative Instruments; align annual reporting requirements for Commonwealth authorities with the Acts Interpretation Act 1901
; require all Commonwealth companies to provide annual reports to their responsible minister by specific deadlines and include information as required by Finance Minister Orders; clarify the use of credit cards, numbers and vouchers by Commonwealth authorities and introduce penalties for misuse; introduce a 'control' test to determine whether the Commonwealth controls a company; align the Act with the Corporations Act in relation to offences, penalties and terminology; require Commonwealth company subsidiaries to provide audited financial statements and audit reports to the responsible minister; and clarify compliance requirements for officers of Commonwealth companies with statutory and other duties. Also makes consequential amendments to the Australian Broadcasting Corporation Act 1983

Charter of the United Nations Act 1945
to: give holders of assets the same ability as owners of assets to apply to the Minister for permission (given by written notice) to deal with an asset that may be a freezable asset or to give an asset to proscribed persons in specific circumstances; and to ensure the Minister’s ability to issue such a notice on his own motion.

Bills and committees
The House of Representatives Selection Committee and the Senate Selection of Bills Committee routinely consider whether bills should be referred to committees for inquiry and report. The House Committee reports its determinations to the chamber, while the Senate Committee makes recommendations which the Senate may then adopt. Bills may also be referred to committees by either chamber or by the relevant minister to House and joint committees.
