Higher Education Funding Act 1988
and provides for: grants (primarily through the Commonwealth Grants Scheme) and other payments to higher education providers; financial assistance to students including: HECS-HELP assistance for student contribution amounts, FEE-HELP assistance for tuition fees, and OS-HELP assistance for overseas study; a Student Learning Entitlement equivalent to 7 years of full-time study; repayment of student loans; administrative matters; provision of higher education in the external Territories; and review of the impact of the proposed Act.

to enable registered private health funds to offer insurance plans to cover all out-of-pocket expenses for out-of-hospital Medicare rebatable services in excess of $1 000 in a calendar year; and Health Insurance Act 1973
to establish a new safety-net for concession card holders to cover 80 per cent of out-of-pocket expenses for out-of-hospital Medicare rebatable costs which have exceeded $500 in a calendar year; and provide for the introduction of an electronic direct billing option (whereby patients assign their Medicare rebate to their doctor and pay only the gap amount to the doctor), to be available to general practitioners who participate in the General Practice Access Scheme. Also contains application provisions.

to: increase the maximum number of members of Pharmaceutical Benefits Advisory Committee; provide for payment and/or waiver of recovery of 90 per cent of the value of pharmaceutical benefits supplied from an unapproved relocated pharmacy where the pharmacist has subsequently obtained approval; allow an agent to make and sign an application for a pharmaceutical benefits scheme (PBS) safety net concession or entitlement card; provide that certain ministerial determinations apply to the supply of pharmaceutical benefits by hospitals in the same way as they do to supply by pharmacies; clarify the decision-maker’s discretion to cancel approvals to supply pharmaceutical benefits; and allow a medical services provider to send claims directly to the Health Insurance Commission; Health Insurance Act 1973

Bills and committees
The House of Representatives Selection Committee and the Senate Selection of Bills Committee routinely consider whether bills should be referred to committees for inquiry and report.
