to replace reference to the National Energy Market Management Company Limited with the Australian Energy Market Operator Limited, to reflect the commencement of a single national energy market operator for both the electricity and gas sectors from 1 July 2009. Also amends the Administrative Decisions (Judicial Review) Act 1977
and Australian Energy Market Act 2004
to amend references to Western Australian gas legislation to reflect the delayed commencement of the National Gas Access Law in that state.

In response to certain recommendations of the Joint Committee of Public Accounts and Audit report on the Auditor-General Act (Report No. 386), the bill amends the
Auditor-General Act 1997
to: clarify and extend the distribution of performance audit reports; provide for the inclusion of comments on proposed reports in final reports; clarify when audit information made available to entities and other parties in the course of a performance audit may be disclosed; clarify the powers of the Auditor-General when sensitive information is not to be included in a public report; and update penalty provisions.

Antarctic Treaty (Environment Protection) Act 1980
to: amend the long title of the Act; provide for the minister to grant safety and environmental protection approvals and impose conditions on such approvals; implement new offences and civil penalties; establish a liability regime for environmental emergencies in the Antarctic; establish an Antarctic Environmental Liability Special Account; and make technical amendments.

to strengthen aviation security and safety by: enabling regulations to be made to prohibit activities or conduct outside a security controlled airport that disrupt or interfere with airport operations or aircraft; introducing additional powers for Australian Customs officers at airports; enabling the Civil Aviation Safety Authority to introduce a mandatory drug and alcohol regime in the civil aviation industry; and enabling, through regulations, exemption from aviation security screening for senior dignitaries, their spouses and minors.

Bills and committees
The House of Representatives Selection Committee and the Senate Selection of Bills Committee routinely consider whether bills should be referred to committees for inquiry and report.
