    to: enable the minister to suspend certain existing regulatory requirements and specify new conditions to ensure adequate controls are maintained in the event of a security sensitive biological agent (SSBA) outbreak; establish controls relating to the handling of biological agents suspected of being SSBAs; provide for additional search and seizure powers; require registered entities to report certain existing reportable events to state or territory police; require registered entities to lodge nil annual and biannual reports; enable the secretary to cancel registration of an entity no longer handling SSBAs; and amend the definition of ‘biological agent’.

    Establishes a National Integrity Commission as an independent statutory agency which will consist of the National Integrity Commissioner, the Law Enforcement Integrity Commissioner and the Independent Parliamentary Advisor and provide for: the investigation and prevention of misconduct and corruption in all Commonwealth departments, agencies, and federal parliamentarians and their staff; the investigation and prevention of corruption in the Australian Federal Police and the Australian Crime Commission; and independent advice to ministers and parliamentarians on conduct, ethics and matters of proprietary. Also provides for the establishment of a Parliamentary Joint Committee on the National Integrity Commission.

The House of Representatives Selection Committee and the Senate Selection of Bills Committee routinely consider whether bills should be referred to committees for inquiry and report.
