INTRODUCTION. On Tuesday 3 February 2009, the Government announced a new package of measures totalling $42 billion and including an Updated Economic and Fiscal Outlook (UEFO). Australia has only issued an average of $2 billion a quarter in new mortgage-backed securities in the last year, compared to an average of $18 billion a quarter in the previous period. As a consequence a large number of non-bank mortgage providers have left the market. The banks have therefore reclaimed significant market share from the non-banks.
