Road to recovery: Report on the inquiry into substance abuse in Australian communities
      Terms of reference
On 14 May 2002 the Minister for Health and Ageing, Senator the Hon Kay Patterson re-referred the inquiry to the committee so that it could complete the work commenced by the committee in the previous parliament.
  
In view of the level of community concern about the abuse of licit drugs such as alcohol, tobacco, over-the-counter and prescription medications, and illicit drugs like marijuana and heroin, the Committee has been asked by the Minister of Health and Ageing to report and recommend on:
The social and economic costs of substance abuse, with particular regard to:
- family relationships;
 - crime, violence (including domestic violence), and law enforcement;
 - road trauma;
 - workplace safety and productivity; and
 - health care costs.
