Preface

[1]        Appropriation bills are introduced to Parliament in pairs, as the Constitution imposes different requirements on expenditure that relates to the ordinary annual services of government and expenditure that does not relate to ordinary annual services. 'Proposed expenditure' relates to the ordinary annual services of government while 'certain proposed expenditure' relates to all other expenditure.
