Framework Legislation Amendment Bill (No. 4) 2012

1.1
This bill proposes to amend five Acts to:
- make a name change to the Commonwealth Procurement Guidelines;
- provide the Director of National Parks greater autonomy to enter
contracts of a higher amount;
- to make a new appropriation to make remissions or refunds of certain
levies, including those relating to synthetic greenhouse gas management
equipment;
- to establish a new framework for dealing with payments under the Papua
New Guinea (Staffing Assistance) Act 1973; and
- to update labels to make them gender neutral.
Compatibility with human rights
1.2
The bill is accompanied by a brief statement of compatibility which states
that the amendments proposed by the bill ‘do not engage any of the applicable
rights or freedoms’, ‘do not limit any human rights, nor propose any offences
or penalties’ and ‘is therefore compatible with the human rights and freedoms
recognised or declared’ in the relevant human rights treaties.
1.3
The committee considers that the bill does not appear to give
rise to any human rights issues
