Also provides for: greater focus on education, dissemination of information on human rights and assistance to business and the community; prior approval of, or notification to, the Attorney-General of proposed interventions in court proceedings by the Commission; removal of power to recommend payment of damages or compensation in certain circumstances; appointment of part-time complaints commissioners; abolition of the Community Relations Council and advisory councils; removal of powers of delegation from the

and Sex Discrimination Act 1984
and consolidation into one delegation provision; and includes application and transitional provisions. Amends five Acts including the Human Rights and Equal Opportunity Commission Act 1986
and makes consequential amendments to 13 other Acts.

Bills and committees
The House of Representatives Selection Committee and the Senate Selection of Bills Committee routinely consider whether bills should be referred to committees for inquiry and report. The House Committee reports its determinations to the chamber, while the Senate Committee makes recommendations which the Senate may then adopt. Bills may also be referred to committees by either chamber or by the relevant minister to House and joint committees.
