    Establishes a national regime for the regulation of non-economic distribution and retail regulation of gas and electricity by amending the:
    Australian Energy Market Act 2004
    to: apply the National Energy Retail Law and the National Energy Retail Regulations in Australia’s offshore areas; and provide that the Australian Energy Regulator, the Australian Energy Market Commission, the Australian Competition Tribunal and the minister undertake a range of functions and powers to regulate the energy retail regime;
    Administrative Decisions (Judicial Review) Act 1977
    to provide that decisions made under the regime are subject to judicial review; and

    to: require Airservices Australia (AA) to consult and cooperate with government, sectors of the aviation industry and communities when modifying or creating flight paths; require AA to provide a complaints mechanism during the consultation process; provide that AA publish details of consultations; provide that AA must request the minister to appoint a Community Aviation Advocate to represent communities possibly affected by changed flight paths; provide for the composition of the AA Board; and require AA to include details of any complaints in the annual report; and
    Environment Protection and Biodiversity Conservation Act 1999
    to require the minister to appoint a Community Aviation Advocate in certain circumstances.
