    to enable age pensioners and certain veterans' entitlement recipients to have their payment suspended for up to two years, instead of cancelled, if their income, which includes some income from the recipient's own employment, precludes payment; and provide for the same suspension period for partners of the age pension, disability support pension and certain veterans' entitlements recipients, where the partner is receiving a social security pension or certain veterans' entitlements;

    to make minor amendments to the existing suspension provisions for disability support pensioners; and

    to: remove the ability of newstart allowance and certain special benefit recipients aged 55 to 59 to satisfy the activity test by engaging in voluntary work for at least 30 hours per fortnight; and remove certain exemptions for drug or alcohol dependence; the

    to: tighten the eligibility criteria for mobility allowance for new claims and reduce the period for which the allowance is continued when a person ceases to be qualified; provide that the allowance will no longer be payable to individuals who transition to the National Disability Insurance Scheme (NDIS); and close the mobility allowance program from 1 July 2020. Also makes consequential amendments to five Acts.

    to: increase, from 1 April 2021, the maximum basic rates of all working age social security payments by $50 per fortnight; extend, until 30 June 2021, the criteria for a person to qualify for youth allowance (other) or jobseeker payment in circumstances where the person is in quarantine or self-isolation or caring for a family member or household member in quarantine or self-isolation due to COVID-19; extend, until 30 June 2021, the portability period for certain age pensioners and recipients of the disability support pension unable to return to, or depart from, Australia within 26 weeks due to the impact of COVID-19; and permanently increase the ordinary income-free area for jobseeker payment, youth allowance (other), parenting payment partnered and related payments to $150 per fortnight.
