    Summary
    Implements Australia's obligations under the International Convention for the Prevention of Pollution from Ships and the International Convention on the Control of Harmful Anti-Fouling Systems on Ships by amending the:
    Protection of the Sea (Prevention of Pollution from Ships) Act 1983
    to: introduce controls for discharges of residues of noxious liquid substances known as 'persistent floaters' in northern European waters; and ban the use of heavy fuel oil by ships in Arctic waters;
    Protection of the Sea (Harmful Anti-fouling Systems) Act 2006
    to extend controls on ship harmful anti-fouling systems to include the chemical biocide, cybutryne; and
    Protection of the Sea (Prevention of Pollution from Ships) Act 1983
    and
    Protection of the Sea (Harmful Anti-fouling Systems) Act 2006
    to make minor technical and consequential amendments.

    Military Rehabilitation and Compensation Act 2004

    Safety, Rehabilitation and Compensation (Defence-related Claims) Act 1988
    to: enable veterans engaged in an approved rehabilitation program and undertaking full-time study to continue to receive incapacity payments at 100 per cent of their normal weekly earnings for an additional year, to 1 July 2023; and enable back-payments for student veterans who should have been eligible for the higher rate of payment to cover the period from 1 July 2022 until the Act's commencement.

    Medical Indemnity Act 2002
    to ensure that claims made against midwives in private practice whose registration is not endorsed by the Nursing and Midwifery Board of Australia to prescribe scheduled medicines are eligible under the Allied Health Schemes, where the claim relates to incidents that occurred on or from 1 July 2020; and
    Midwife Professional Indemnity (Commonwealth Contribution) Scheme Act 2010
    to expand eligibility of the Midwifes Schemes to cover claims made against midwives in private practice whose registration has been endorsed by the Nursing and Midwifery Board of Australia to prescribe schedule medicines, irrespective of whether the midwife is covered under a professional indemnity insurance policy as an employee or in an independent capacity.

    Migration Act 1958
    to: clarify that the Act does not require or authorise the removal of an unlawful non-citizen who has been found to engage protection obligations through the protection visa process unless the decision finding that the non-citizen engages protection obligations has been set aside, the minister is satisfied that the non-citizen no longer engages protection obligations or the non-citizen requests voluntary removal; and ensure that, in assessing a protection visa application, protection obligations are always assessed, including in circumstances where the applicant is ineligible for a visa due to criminal conduct or risks to security.

    Mutual Recognition Act 1992
    to: introduce a uniform scheme of automatic mutual recognition (AMR) by enabling an individual who is registered for an occupation in their home state to carry on those activities in other states and territories; enable a state minister to exempt a registration in their state from being subject to AMR for a renewable period of up to five years because of a significant risk to consumer protection, the environment, animal welfare or the health or safety of workers or the public; and enable a state minister to exempt a registration in their state for a temporary period of six months after commencement of the Act, with an option to extend for a further period to 30 June 2022 if needed.

    Introduced with the Migration Amendment (Regulation of Migration Agents) Bill 2019, the bill amends the
    Migration Agents Registration Application Charge Act 1997
    to provide that a person who paid the non-commercial application charge in relation to their current period of registration, but gives immigration assistance otherwise than on a non-commercial basis, is liable to pay an adjusted charge.
