    National Consumer Credit Protection Act 2009
    to: enable certain debtors to seek a credit contract variation; provide for a remedy for unfair or dishonest conduct by credit service providers; restrict the use of particular phrases or words; expand the range of remedies available to consumers; provide the Australian Securities and Investments Commission with standing to apply to court for an order regardless of whether a civil remedy is available under another provision; and make amendments in relation to: reverse mortgage contracts; short-term and small amount credit contracts; tiered caps on costs for credit contracts; and consumer leases. Also amends the:
    National Consumer Credit Protection (Transitional and Consequential Provisions) Act 2009
    to make application provisions; and
    Competition and Consumer Act 2010
    to make technical amendments.

    to provide that: credit fees or charges relating to credit contracts must be reasonable; and the Australian Securities and Investments Commission may apply for a court order to annul or reduce a credit fee or charge it determines not to be reasonable; and
    Banking Act 1959
    to require the Australian Prudential Regulation Authority to prohibit banks with a market share of more than 10 per cent from imposing early termination fees in relation to loan agreements or mortgage contracts.

    Copyright Act 1968
    to: replace the exception for persons with a disability and others acting on their behalf with a fair dealing exception; replace the current statutory licences for institutions assisting persons with a print or intellectual disability with a single exception; harmonise and modernise the preservation exceptions for copyright material in libraries, archives and key cultural institutions; consolidate and simplify the statutory licences that allow educational institutions to use works and broadcasts; allow copyright material to be incorporated into educational assessments conducted online; set new standard terms of protection for published and unpublished materials and for Crown copyright in original materials; and update references to ministers and preconditions for making regulations extending or restricting the operation of the Act in relation to foreign countries.
