Summary

Amends the

Higher Education Support Act 2003
in relation to: funding for the Commonwealth Grant Scheme and Other Grants for 2005-08; eligibility for capital development funding grants; conditions for exemptions from the tuition assurance requirements; re-crediting of Student Learning Entitlement and FEE-HELP balance;
Higher Education Funding Act 1988
to: clarify that no refunds of voluntary Higher Education Contribution Scheme (HECS) repayments will be made from 1 January 2005; and make a technical correction to the definition of HECS debt; and
Maritime College Act 1978
to ensure that the Australian Maritime College complies with the National Governance Protocols.
