to: provide clear legislative intention that compliance with codes of procedure (for making decisions about visa applications, certain visa cancellations and revocations of visa cancellations, and for the conduct of reviews by relevant merits review tribunals) fully satisfies the common law requirements of the natural justice hearing rule. [2011] HCA 32 by amending the: Migration Act 1958
to replace the existing framework for taking offshore entry persons to another country for assessment of their claims to be refugees; and Immigration (Guardianship of Children) Act 1946
in relation to the making and implementation of any decision to remove, deport or take a non-citizen child from Australia.

Bills and committees
The House of Representatives Selection Committee and the Senate Selection of Bills Committee routinely consider whether bills should be referred to committees for inquiry and report. The House Committee reports its determinations to the chamber, while the Senate Committee makes recommendations which the Senate may then adopt. Bills may also be referred to committees by either chamber or by the relevant minister to House and joint committees.
