Amends the
Industrial Chemicals (Notification and Assessment) Act 1989
to: increase the maximum quantity of new industrial chemicals that a manufacturer or importer can introduce under the Commercial Evaluation Permit system from 2 000 to 4 000 kilograms; align the renewal deadline for the registration of introducers of industrial chemicals with the expiry date of registration (i.e. 31 August); require notification of non-renewal by 31 August; abolish the urgent handling fee and establish late renewal penalties for renewals received after the renewal deadline; and remove fees and charges provisions from the Act so that they may be specified in regulations. Also contains application and saving provisions.

to allow for the exemption, by regulation, of third party aviation war risk insurance from the cancellation and variation provisions of the Act.

to: give legislative authority to protocols to amend an existing convention between Australia and Canada and an existing agreement between Australia and Malaysia in relation to double taxation and the prevention of fiscal evasion with respect to taxes on incomes; ensure that interest that is currently not taxable in Australia does not become so as a result of changes in the International Tax Agreements Amendment Act (No. 1) 2002
to the convention between Australia and the United States of America in relation to double taxation and the prevention of fiscal evasion with respect to taxes on incomes; and make minor technical amendments.
