Committee flags future inquiry into public sector performance framework

Parliament’s Joint Committee of Public Accounts and Audit (JCPAA) has agreed that it may determine to conduct a future inquiry into the draft rules for the Commonwealth performance framework under the Public Governance, Performance and Accountability Act 2013 (PGPA Act).

Such an inquiry would build on the Committee’s previous inquiry into the first set of PGPA rules, which together with the PGPA Act formed stage one of the Public Management Reform Agenda (PMRA) and established a single resource management framework for all Commonwealth bodies—some 190 agencies in total.

The Department of Finance is currently undertaking further public consultation with stakeholders on the draft rules for Corporate Plans and Annual Performance Statements and the draft guidance for these areas, with feedback to be provided to the department by end January 2015.

Committee Chair Dr Andrew Southcott MP said that improving the Commonwealth performance framework has been a long-term focus of the JCPAA.

“Accordingly, the Committee will welcome receiving the final draft rules for Corporate Plans and Annual Performance Statements and the final draft guidance for these areas from the Department of Finance once it has concluded its consultation process early next year”.

“Effective planning and performance reporting, and robust KPIs, enable the public, the Parliament and other stakeholders to assess whether resources are being used efficiently and programs and services are achieving their intended results. In a future inquiry, the Committee would therefore be interested in seeking stakeholder views on the final draft rules and guidance, and whether agencies are ready to implement the changes”, Dr Southcott said.
