To amend the Customs Tariff Act 1995 so as to define
the imported petroleum products to which a prescribed fuel marker
must be added, prior to their distribution for home
consumption.
The reader is referred to the Bills Digest for the Excise Tariff
(Fuel Rates Amendments) Bill 1997.
This Bill amends the Customs Tariff Act 1995.The effect
of the amendments is to impose customs duty on imported petroleum
products according to their intended end use at the time of entry
for home consumption.The amendments parallel those in the Excise
Tariff (Fuel Rates Amendments) Bill 1997.Item 1
of Schedule 1 adds the definition of a chemical
'marker'.The effect of Item 3 of Schedule 1 is to
redefine the technical specifications of 'fuel oil' in Chapter 27
of Schedule 3 of the Customs Tariff.In future, the chemical marker
will provide the classification criterion to be applied to this
product.
