  to provide that grants are not payable if the applicant or an associate of the applicant are determined by Austrade, in accordance with Ministerial guidelines, to be “not fit and proper” to receive a grant, with effect to grants for grant years commencing after 1 July 2003. Also provides that a determination is review by the Administrative Appeals Tribunal.

  Export Market Development Grants Act 1997

  in relation to the Export Market Development Grants Scheme by: reducing the income ceiling for applicants to $30 million; removing the $25 million export earnings ceiling; reducing the $200 000 maximum grant to $150 000; reducing the maximum number of grants payable to applicants from eight to seven; and repealing the provision which provides for additional grants for entering new markets. Also contains an application provision.

  Part of a package of four bills in relation to certain export services, the bill amends the:

  Australian Meat and Live-stock Industry Act 1997

  to enable the recovery of costs relating to certain services, such as issuing quota certificates, for export quota administered by other countries;

  Export Control Act 1982

  to expedite warrants granted by telephone or other electronic means;

  Export Inspection and Meat Charges Collection Act 1985

  to: remove the definitions of all prescribed commodities and to replace the definition of “prescribed commodity” with “prescribed good” to provide for consistency with the

  Export Control Act 1982

  ; require returns to be made for each month in which permits are granted or export inspection services are conducted; and remove references to the Australian Quarantine Inspection Service; and

  Imported Food Control Act 1992

  to remove references to the Australian Quarantine Inspection Service.
