Establishes the Australian Crime Commission (ACC) which will combine the functions of the National Crime Authority (NCA), the Australian Bureau of Criminal Intelligence and the Office of Strategic Crime Assessments. The bill: amends the
National Crime Authority Act 1984
(which will be renamed to the Australian Crime Commission Act 2002
) to: replace the NCA with the ACC and establish the governing and administrative regimes for the new body, including provision for its review after 1 January 2006; makes consequential amendments to 21 other Acts; and makes amendments to the renamed Australian Crime Commission Act 2002
, Proceeds of Crime (Consequential Amendments and Transitional Provisions) Act 2002
and Telecommunications (Interception) Act 1979
contingent on the commencement of other Acts. Also contains transitional provisions.

Australian Animal Health Council (Live-stock Industries) Funding Act 1996
to enable monies received through Emergency Animal Disease Response levies and charges in the event of an emergency animal disease response to be appropriated out of the Consolidated Revenue Fund and paid to the Australian Animal Health Council to allow it to repay livestock industries’ liability to the Commonwealth in relation to the Emergency Animal Disease Response Agreement; and provide a mechanism for any excess levies and charges to be appropriated for research and development activities for the promotion or maintenance of the health of animals.

International Air Services Commission Act 1992
to streamline International Air Services Commission processes; Air Navigation Act 1920
(in preparation for new aviation security regulations) to: introduce a framework for handling aviation security information (including application of the Criminal Code); reform the regulation of the carriage of munitions and implements of war on civil aircraft; and repeal existing conflicting aviation security provisions. Also repeals the Federal Airports Corporation Act 1986
and provides for the transfer of any remaining contracts, assets and liabilities of the Corporation to the Commonwealth.

Bills and committees
The House of Representatives Selection Committee and the Senate Selection of Bills Committee routinely consider whether bills should be referred to committees for inquiry and report. The House Committee reports its determinations to the chamber, while the Senate Committee makes recommendations which the Senate may then adopt. Bills may also be referred to committees by either chamber or by the relevant minister to House and joint committees.
