    Following government endorsement of the recommendations of the Review of the Corporate Governance of Statutory Authorities and Office Holders (the Uhrig Review) and the recommendations of an interdepartmental committee, the bill amends the
    Defence Housing Authority Act 1987
    to: rename the Defence Housing Authority (DHA) as Defence Housing Australia; reduce the size of the Board and create an advisory committee; expand the scope of the services DHA can provide and enable it to expand operations to include the provision of services to other Commonwealth agencies; remove DHA’s exemption from Commonwealth taxation and require it to make State and Territory tax equivalent payments to the Commonwealth; and remove outdated provisions. Also amends the
    Defence Force (Home Loans Assistance) Act 1990
    and
    Occupational Health and Safety (Commonwealth Employment) Act 1991
    to reflect the name change to Defence Housing Australia.

    Dairy Produce Act 1986
    to provide for the industry services body, Dairy Australia, to: be fully indemnified (out of the assets of the Dairy Structural Adjustment Fund) for any liabilities incurred by it in managing and administering the Fund; and have the power to enter into financial and other arrangements and perform contracts associated with risk management in the administration of the Fund.     Introduced with the Primary Industries (Excise) Levies Amendment (Dairy) Bill 2003, the bill provides for: the privatisation of the Australian Dairy Corporation (ADC) and its subsequent conversion into a company under the
    Corporations Act 2001
    , to be known as Dairy Australia Limited; and the transfer of assets, liabilities and staff of the Dairy Research and Development Corporation to the new company. Also: provides for an industry services body which will take over ADC’s role in relation to the Dairy Structural Adjustment Fund; simplifies the export control arrangements for dairy produce, retaining the function with the Commonwealth; makes consequential amendments to 6 Acts; repeals the Dairy Research and Development Corporation Regulations 1990 and contains transitional provisions.
