    Summary
    Part of a package of three bills to implement a tuition protection model for students participating in the VET Student Loans program and for higher education students accessing FEE-HELP or HECS-HELP assistance at a private education provider or TAFE, the bill imposes the HELP tuition protection levy, specifies the amounts that are payable by providers, and prescribes the levy components and the manner in which, and by whom, they will be determined each year.

    Introduced with the Hazardous Waste (Regulation of Exports and Imports) Levy Bill 2016, the bill amends the
    Hazardous Waste (Regulation of Exports and Imports) Act 1989
    to: enable full cost recovery under the hazardous waste permit scheme; remove the requirement for particulars of certain export applications to be specified in the regulations prior to a decision being made; remove the requirement to specify the place of export in a Basel export permit; remove the $8000 cap on the prescribed fee amount for permit applications; enable indexation of permit fees; provide that certain permit and application information currently required to be published in the Commonwealth Gazette will instead be published on the Department of Environment and Energy’s website; introduce new permit and notification arrangements for the bringing of hazardous waste into Australia; enable the minister to delegate any or all of his or her functions and powers under the Act to Executive Level 2 employees; remove the text of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal; provide that permit applications must be accompanied by a levy; and make consequential amendments.

    Summary
    Part of a package of six bills to give effect to the Government’s Nation Building and Jobs Plan, the bill amends the:
    Social Security Act 1991
    and
    Social Security (Administration) Act 1999
    to provide for the payment of a one-off $950 bonus to: eligible students returning to study or training in 2009 and certain other income support recipients; and farmers and farm-related small business owners receiving exceptional circumstances related income support payments;
    Social Security Act 1991
    to: reduce the qualification period for the education entry payment from 12 months to four weeks of continuous receipt of income support payments; and provide for an education entry payment supplement of $950 to those eligible for the education entry payment;
    A New Tax System (Family Assistance) Act 1999
    and
    A New Tax System (Family Assistance) (Administration) Act 1999
    to: provide for the payment of a one-off $950 per child bonus to families eligible for family tax benefit (FTB) Part A and certain children who receive a carer payment or disability support pension; and provide for a single income family bonus payment of $900 for families entitled to the FTB Part B. Also: enables the establishment of administrative schemes to provide bonus payments in circumstances where the statutory regime does not produce an appropriate result; and makes consequential amendments to four other Acts.
