Summary

Amends the Defence Trade Controls Act 2012 in relation to: providing an additional 12 month implementation period before offence provisions and record-keeping requirements commence; removing controls on the supply of Defence and Strategic Goods List (DSGL) technology; extending the exception to the offence of supplying DSGL technology without a permit; narrowing the scope of publication and brokering offences; establishing offences for brokering dual-use DSGL goods or technology; including additional exceptions to the brokering offence; prohibiting the brokering of military or dual-use DSGL technology where the supply would prejudice Australia’s defence, security or international relations; directing a person to seek a permit for brokering dual-use DSGL goods or technology; requiring the minister to consider prescribed criteria when deciding whether an activity would prejudice Australia’s security, defence or international relations; and providing for reviews of the operation of the Act.
