to: allow the minister to determine by legislative instrument details of the Water Efficiency Labelling and Standards scheme, particularly in relation to registration of products; introduce civil penalties to mirror existing and amended criminal offences; make administrative changes, including removal of the requirement for gazettal of registration decisions and providing for further five-year reviews of the operation of the scheme; and remove voluntary registration of products.
