Higher Education Support Act 2003
to: remove the annual caps on Commonwealth Grant Scheme funding; change the way in which higher education providers are eligible for that funding; abolish the student learning entitlement; require higher education providers to enter into mission-based compacts with the Commonwealth; and require higher education providers to uphold free intellectual inquiry in relation to learning, teaching and research.
