Amends the
Higher Education Funding Act 1988
  in relation to funding and grant levels for the 2002 and 2003 funding years for certain purposes; and
Australian Research Council Act 2001
  in relation to: the administration and financial management of the Australian Research Council, its advisory structures and research programmes; and extension of ministerial delegations. Also contains transitional and saving provisions.
