Summary

Amends the: Higher Education Funding Act 1988 to: extend access to the Post-graduate Education Loan Scheme to certain universities and colleges; provide funding for the establishment of a Graduate Diploma in Environment and Planning at the University of Tasmania and six associated scholarships; vary funding levels for certain purposes; and correct a minor drafting error; and Australian Research Council Act 2001 to: vary certain annual funding caps for 2003, 2004 and 2005; and insert an additional funding cap for 2006.
