S Aboriginal and Torres Strait Islander Commission Amendment Bill 2005

(Previous title: Aboriginal and Torres Strait Islander Commission Amendment Bill 2004)

Amends the: Aboriginal and Torres Strait Islander Commission Act 1989 to: abolish the Aboriginal and Torres Strait Islander Commission (ATSIC); rename the Act as the Aboriginal and Torres Strait Islander Act 2005; and make consequential amendments arising from its abolition, including: the transfer of ATSIC—€™s assets and liabilities to other agencies, the establishment of a new housing fund to be administered by Indigenous Business Australia, and modification of the role of the Office of Evaluation and Audit; and Aboriginal and Torres Strait Islander Act 2004 to: abolish regional councils from 1 July 2005; and make consequential amendments. Also makes consequential amendments to 11 other Acts.

S Aboriginal and Torres Strait Islander Heritage Protection Amendment Bill 2005

Amends the: Aboriginal and Torres Strait Islander Heritage Protection Act 1984 to: give certainty to international cultural loan arrangements by providing that a certificate of exemption issued under the Protection of Movable Cultural Heritage Act 1986 allowing the return of loaned cultural heritage objects cannot be overridden by a declaration under the Act; repeal Part IIA and other Victoria-specific provisions to enable the Victorian Government to administer Aboriginal heritage protection in Victoria directly through its own legislation; and make technical amendments as a consequence of the commencement of the Legislative Instruments Act 2003; and Aboriginal Land (Lake Condah and Framlingham Forest) Act 1987 to make amendments consequential on the repeal of Part IIA of the Aboriginal and Torres Strait Islander Heritage Protection Act 1984.

Aged Care Amendment (Transition Care and Assets Testing) Bill 2005

Aged Care (Bond Security) Bill 2005

Aged Care (Bond Security) Levy Bill 2005

Part of a package of three bills in relation to protection of aged care residents—€™ accommodation bonds, the bill enables the imposition of levies on approved providers in order to recover costs incurred by the Commonwealth as a result of repaying accommodation bond balances to residents in the event that an approved provider of a residential aged care service or a flexible care service becomes insolvent.

Agricultural and Veterinary Chemicals Legislation Amendment (Levy and Fees) Bill 2005

Anglo-Australian Telescope Agreement Amendment Bill 2005

Amends the Anglo-Australian Telescope Agreement Act 1970 to incorporate a Supplementary Agreement to the Anglo-Australian Telescope Agreement, as agreed to by the governments of Australia and the United Kingdom of Great Britain and Northern Ireland. The Supplementary Agreement will: modify arrangements for the operation of the Anglo-Australian Telescope (AAT) and associated facilities; and provide for the eventual termination of both the original and supplementary agreements on 30 June 2010, with the transfer of ownership and control of the AAT and associated facilities to Australia.

Student Assistance Legislation Amendment Bill 2005

Amends the Student Assistance Act 1973 and Social Security Act 1991 to: clarify that a student cannot apply for assistance under the Student Financial Supplement Scheme (SFSS) after the commencement of this proposed Act; align the SFSS repayment thresholds and indexation with the Higher Education Loan Programme (HELP); and apply the definition of taxable income used under the HELP arrangements to the SFSS. Therapeutic Goods Amendment Bill 2005

Workplace Relations Amendment (Fair Dismissal Reform) Bill 2004

Amends the Workplace Relations Act 1996 to: exempt small businesses from the unfair dismissal provisions (except in relation to apprentices and trainees); and require the Australian Industrial Relations Commission to order that an unfair dismissal application is invalid if it relates to a small business employer.

Amends the Workplace Relations Act 1996 to provide for a system of paid maternity leave, including provision for a Government-funded basic maternity payment, for employees not employed by Commonwealth, State or Territory governments; and A New Tax System (Family Assistance) (Administration) Act 1999 to provide that women who receive this new maternity payment will be ineligible for the existing maternity allowance and maternity immunisation allowance.
