Overall conclusion

The Committee is satisfied that the appropriate processes have been followed and concludes that Islamic State-Somalia, Abu Sayyaf Group, al-Qa’ida, al-Qa’ida in the Lands of the Islamic Maghreb, Jabhat Fatah al-Sham and Jemaah Islamiyah meet the definition of a terrorist organisation contained in the Criminal Code, namely that these organisations:
are directly or indirectly engaged in, preparing, planning, assisting in or fostering the doing of a terrorist act; or
advocate the doing of a terrorist act.
The Committee therefore supports the listing and re-listing of these organisations under the Criminal Code and finds no reason to disallow these legislative instruments.
