and A New Tax System (Family Assistance) (Administration) Act 1999
to replace the Child Care Subsidy activity test with a guaranteed minimum of 72 hours per fortnight of subsidised early childhood education and care for all families, regardless of the time spent on recognised participation types, and a guaranteed 100 hour entitlement per fortnight for parents caring for an Aboriginal or Torres Strait Islander child.

Introduced with the Commonwealth Entities (Payment Surcharges) Bill 2024 and Commonwealth Entities (Payment Surcharges) Tax (Imposition) Bill 2024, the bill amends the
Administrative Decisions (Judicial Review) Act 1977
and 3 legislative instruments to make consequential amendments. Also repeals 3 legislative instruments and retrospectively applies the authority to charge and collect payment surcharges to payments made on or after 1 January 2003.

Bills and committees
The House of Representatives Selection Committee and the Senate Selection of Bills Committee routinely consider whether bills should be referred to committees for inquiry and report. The House Committee reports its determinations to the chamber, while the Senate Committee makes recommendations which the Senate may then adopt. Bills may also be referred to committees by either chamber or by the relevant minister to House and joint committees.
