    to: replace references to ‘AusLink’ with ‘Nation Building Program’; clarify funding for off-network projects and off-network projects in regional areas; enable the minister to specify funding conditions in certain documents from time to time; enable the minister to grant certain funding recipients an exemption for calling for public tenders; extend the types of projects that can receive funding as Nation Building Program Black Spot Projects; and enable the minister to increase monies payable to organisations on the Nation Building Program Roads to Recovery List.     Summary
    Introduced with the Nation-building Funds (Consequential Amendments) Bill 2008 and further to the COAG Reform Fund Bill 2008, the bill establishes three financial asset funds to provide capital investment in transport, communications, energy, water, higher and vocational education and health infrastructure: the Building Australia Fund, the Education Investment Fund and the Health and Hospitals Fund. The funds will be established as special accounts in the Consolidated Revenue Fund and will be managed by the Future Fund Board of Guardians.
