    to enable registered private health funds to offer insurance plans to cover all out-of-pocket expenses for out-of-hospital Medicare rebatable services in excess of $1 000 in a calendar year; and
    Health Insurance Act 1973
    to establish a new safety-net for concession card holders to cover 80 per cent of out-of-pocket expenses for out-of-hospital Medicare rebatable costs which have exceeded $500 in a calendar year; and provide for the introduction of an electronic direct billing option (whereby patients assign their Medicare rebate to their doctor and pay only the gap amount to the doctor), to be available to general practitioners who participate in the General Practice Access Scheme. Also contains application provisions.

    Seeks to give effect to Australia’s obligations under the International Covenant on Civil and Political Rights and the Convention on the Rights of the Child by providing that a law of the Commonwealth or of a State or Territory must not require a court to sentence a person (including a person who is under 18 years of age) to imprisonment or detention for a property offence. Also contains certain application and transitional provisions.

    to: provide that the minister retains the power to decide an application for approval as a higher education provider although the required timeframe may have expired; require VET providers to notify the minister in writing of events which may affect their ability to comply with quality and accountability requirements; provide for the authorisation of certain uses and disclosures of information; allow the secretary to revoke or vary any determination made to pay an advance to a VET provider in certain circumstances; clarify that a VET provider must provide statistical and other information although an approved form of provision has not been specified; and make administrative arrangements relating to the assessment of an individual’s higher education loan program debt.

    to: increase the maximum payments for the Commonwealth Grant Scheme in 2011; account for indexation to other grants and Commonwealth scholarships for the 2012 to 2014 calendar years; reduce the HECS-HELP up-front discount from 20 to 10 per cent; reduce the HELP voluntary repayment bonus from 10 to 5 per cent; and clarify that Australian citizens are not entitled to Commonwealth support or to access certain schemes when undertaking a course of study primarily at an overseas campus.
