    Introduced with the Road Safety Remuneration (Consequential Amendments and Related Provisions) Bill 2012, the bill establishes the Road Safety Remuneration Tribunal which will: inquire into sectors, issues and practices within the road transport industry and, where appropriate, determine mandatory minimum rates of pay and related conditions for employed and self-employed drivers; approve collective agreements between a hirer and all self-employed drivers; enable certain contractor drivers and their hirers to collectively bargain and enter into approved collective agreements; resolve disputes between drivers, their hirers or employers and participants in the road transport industry supply chain; and deal with disputes arising from the termination of a road transport contract.

    Remuneration Tribunal Act 1973
    to: determine a classification structure for departmental secretaries; enable the Remuneration Tribunal to determine the remuneration of the secretaries of the Department of the Prime Minister and Cabinet and the Treasury; enable these secretaries, in consultation with the President of the tribunal and the Public Service Commissioner, to determine the level of remuneration for all other departmental secretaries; and enable the tribunal to determine the remuneration and recreation leave entitlements of the Public Service Commissioner, Merit Protection Commissioner and heads of executive agencies;

    The bill: requires the minister to develop a scheme to support solar hot water systems and heat pump hot water systems by 1 July 2011; requires the minister to ensure the phasing-out of electric resistance water heaters by 30 June 2012; and amends the

    to require that the number of renewable energy certificates (RECs) created by solar hot water systems, heat pump hot water systems and ‘phantom RECs’ must be added to the subsequent year’s renewable energy target.
