Amends the
Aviation Transport Security Act 2004
to: introduce powers for aviation security inspectors to conduct covert compliance testing of aviation industry participants' aviation security systems at all regulated locations; provide certain exemptions for aviation security inspectors from civil or criminal liability when they are covertly testing aviation industry participants' aviation security systems; and Aviation Transport Security Act 2004
and Maritime Transport and Offshore Facilities Security Act 2003
to: require screening officers to have completed relevant training and to hold relevant qualifications prior to exercising powers or performing screening functions; allow for the making of legislative instruments to determine training, qualifications and other requirements for specified screening officers in the exercise of powers or performance of screening functions, and requirements relating to the use of identity cards and uniforms; and make technical amendments.

to: allow the prohibited items list to be made by legislative instrument; and enable the secretary to delegate powers and functions to a Senior Executive Service (SES) officer in the Attorney-General’s Department; and Maritime Transport and Offshore Facilities Security Act 2003
to: exempt ship operators from certain security requirements in certain circumstances; make regulations to define different classes of passenger ships and to enable screening officers to conduct frisk searches of passengers and crew; enable certain persons to be appointed as security assessment inspectors; enable the secretary to delegate powers and functions to agency heads and certain SES officers in other agencies in certain circumstances; and make amendments in relation to image recording powers.

to: supplement the ‘same business test’ with a ‘similar business test’ for the purposes of working out whether a company’s tax losses and net capital losses from previous income years can be used as a tax deduction in a current income year; and make consequential amendments; and Income Tax Assessment Act 1997
to provide taxpayers with the choice to self-assess the effective life of certain intangible depreciating assets they start to hold on or after 1 July 2016.

A New Tax System (Wine Equalisation Tax) Act 1999
to: introduce additional eligibility criteria for the wine equalisation tax (WET) producer rebate; provide that a purchaser of wine is only able to claim a WET credit for WET included in the purchase price of that wine if it makes a taxable dealing with the wine; reduce the WET producer rebate cap from $500 000 to $350 000; amend the timing of the application of the associated producers rule; and remove the earlier producer rebate rule; and Income Tax Assessment Act 1997
to provide asset roll-over relief for mandatory transfers within a superannuation fund in the transition to a MySuper product.
