Amends the:
Safety, Rehabilitation and Compensation Act 1988
, Seafarers Rehabilitation and Compensation Act 1992
and Seafarers Rehabilitation and Compensation Levy Collection Act 1992
to: effect the transfer of operational responsibility for the Seafarers Safety, Rehabilitation and Compensation Authority from the Department of Employment and Workplace Relation to Comcare; and make minor and technical amendments, including removing the requirement for ministerial approval of contracts over $500 000 and delegation of rehabilitation powers and functions by the Chief of the Defence Force; and National Labour Consultative Council Act 1977
to: rename the Council as the National Workplace Relations Consultative Council; update the purpose and membership provisions and travelling allowance provisions; and includes a regulation-making power. Also makes consequential amendments to the Administrative Decisions (Judicial Review) Act 1977
and Freedom of Information Act 1982
, minor and technical amendments to 7 other Acts and contains application provisions.

Workplace Relations Act 1996
to require that, in order to be protected industrial action under the Act, such action must be preceded by a secret ballot process overseen by the Australian Industrial Relations Commission; and, consequential on commencement of the proposed Workplace Relations Amendment (Genuine Bargaining) Act 2002
, allows protected industrial action to be taken without a secret ballot, after a cooling-off period; and provides for the recommencement of protected action after the end of a suspension of a bargaining period. Also contains application and saving provisions.

Bills and committees
The House of Representatives Selection Committee and the Senate Selection of Bills Committee routinely consider whether bills should be referred to committees for inquiry and report. The House Committee reports its determinations to the chamber, while the Senate Committee makes recommendations which the Senate may then adopt. Bills may also be referred to committees by either chamber or by the relevant minister to House and joint committees.
