Higher Education Support Act 2003
and 4 other Acts providing students with income contingent loans to provide that the calculation of a person’s loan or debt will take into account changes in the consumer price index or the wage price index; and Higher Education Support Act 2003
to require higher education providers to allocate a minimum of 40 per cent of their student services and amenities fees revenue to student-led organisations; rename enabling courses ‘FEE-FREE Uni Ready Courses’ for students in Commonwealth supported places and establish a Commonwealth Grant Scheme funding cluster for these courses; facilitate the establishment of a grant for eligible domestic students undertaking mandatory placements in identified priority areas (the Commonwealth Prac Payment); add Adelaide University to the list of Table A providers to reflect the merger of the University of Adelaide and the University of South Australia; and provide a power for the minister to make transitional rules.

Responds to certain recommendations of the Royal Commission into Aged Care Quality and Safety and the Final Report of the Aged Care Taskforce by establishing a new framework for the delivery of funded aged care services to individuals under the Commonwealth aged care system, including providing for: a Statement of Rights for individuals and a Statement of Principles for government agencies and bodies; requirements for an individual to access funded aged care services; mechanisms for the Aged Care Quality and Safety Commissioner to consider and decide on applications for registration as a provider and applications for approval of a residential care home; arrangements for funding of aged care services; governance arrangements for the broader aged care system; regulatory mechanisms; the use and disclosure of information; and the establishment of a First Nations Aged Care Commissioner.

Bills and committees
The House of Representatives Selection Committee and the Senate Selection of Bills Committee routinely consider whether bills should be referred to committees for inquiry and report. The House Committee reports its determinations to the chamber, while the Senate Committee makes recommendations which the Senate may then adopt. Bills may also be referred to committees by either chamber or by the relevant minister to House and joint committees.
