    Part of a package of seven bills to implement changes to the financial sector levy setting framework, the bill amends the
    Superannuation Supervisory Levy Imposition Act 1998
    to: separate the superannuation supervisory levy into a restricted and an unrestricted component; increase the statutory upper limit for the restricted levy component set for the 2005-06 financial year; alter the calculation of the indexation factor used to establish the statutory upper limits applying in later financial years; and allow for levy determinations for different classes of superannuation entity, thereby providing for separate lower minimum levy determinations for small superannuation funds. Also contains an application provision.

    Provides financial assistance to the States and Territories for government and non-government schools for 2005-2008 by providing for: integration of Catholic system schools in the socioeconomic status (SES) funding model for non-government schools; a funding guarantee to independent non-government schools that would otherwise be disadvantaged from updating the SES scores for 2005-2008; additional funding for the Capital Grants Program for constructions and refurbishments in non-government schools in isolated locations in the Northern Territory; and establishment of the Literacy, Numeracy and Special Learning Needs Program for disadvantaged students.     to remove the requirement for certain pension providers to obtain an actuary’s certificate to qualify for tax exemptions;

    Retirement Savings Accounts Act 1997
    to align the portability request time frame applying to retirement savings account providers with that of superannuation providers;
    Superannuation Guarantee (Administration) Act 1992
    to simplify the superannuation guarantee earnings base arrangements; and
    Superannuation Industry (Supervision) Act 1993
    to correct a cross-referencing error in relation to cancellation of registrable superannuation entity licences. Also contains application provisions.

Bills and committees

The House of Representatives Selection Committee and the Senate Selection of Bills Committee routinely consider whether bills should be referred to committees for inquiry and report. The House Committee reports its determinations to the chamber, while the Senate Committee makes recommendations which the Senate may then adopt. Bills may also be referred to committees by either chamber or by the relevant minister to House and joint committees.
