The Rt Hon. Sir Zelman Cowen was formerly Governor-General of Australia, Provost of Oriel College, Oxford, and Pro-Vice-Chancellor of the University of Oxford. Sir Zelman's paper, which was presented jointly with the Canberra and District Historical Society, has also been published in Quadrant, June 1991.

Geoffrey Bolton is Professor of History at the University of Queensland.

W.G. McMinn was formerly Associate Professor of History at the University of Newcastle.

Leslie Zines is the Robert Garran Professor of Law at the Australian National University, Canberra.

John McMillan is Senior Lecturer in Law at the Australian National University, Canberra.

The Hon. Frank Neasey was formerly Judge of the Supreme Court of Tasmania and is an Honorary Research Fellow at the University of Tasmania.
