Introduction
This paper presents a statistical analysis of
the Western Australian election held on 10 February 2001. A
descriptive account of the election has been previously published
by the Parliamentary Library in 'Western Australian Election 2001'
, Glenn Worthington, Current Issues Brief No. 10
2000-01.
The paper provides details of the result in each
Legislative Assembly district and votes for each candidate in the
Legislative Council. Summary tables for first preference and two
candidate preferred votes are also provided.
An analysis of the destination of One Nation and
Green preferences is contained in an appendix to the paper. The
paper shows that despite receiving only 37.2 per cent of the first
preference vote, the ALP easily won the election after receiving
over 55 per cent of second preference votes from other parties. The
paper estimates that the ALP received 51.8 per cent of One Nation
preferences and 68.1 per cent of Green preferences.

Appendix:
Estimating the Direction of One Nation and Green
Preferences
One of the most interesting aspects of the
Western Australian Legislative Assembly elections was the role that
preferences of the minor parties, especially One Nation and The
Greens, played in the determination of the final outcome.
Preferences were required to be distributed in 43 of the 57
electoral districts, a substantial increase on the previous
election where preferences were required to be distributed in 30
districts.
The role of One Nation and Green preferences was
particularly significant considering the share of first preference
votes each party received and the policy of One Nation of directing
preferences against sitting members.
The Western Australian Electoral Commission has
published data on the distribution of preferences for all districts
in order that a 'two candidate preferred vote' be obtained. The two
candidate preferred figure shows the vote received by the two
remaining candidates after preferences of all other candidates have
been distributed. However, this data does not provide the actual
final two party destination of minor party preferences. This
distinction can best be illustrated by looking at the district of
Albany.

Here the Green candidate was eliminated second
and his preferences were distributed between the ALP, LP, One
Nation and an Independent. Thus the final destination of Green
preferences, in terms of ALP or LP, cannot be obtained. The One
Nation candidate was eliminated last and his preferences were
distributed between the ALP and LP. Thus an estimate of the final
destination of One Nation preferences has been obtained. However, a
complication occurs because the One Nation candidate has received
532 second or subsequent preference votes from previously
eliminated candidates, so that the One Nation preferences
distributed between the ALP and LP contain preference votes from
other candidates. If these votes are from candidates more likely to
favour one of the major parties over the other then they may
introduce a bias into the estimation process. In the case of Albany
they include votes from the Greens and Democrats, who are more
likely to favour the ALP over the LP, thus inflating the estimate
of the share of One Nation preferences flowing to the ALP.
In order to overcome this problem it is
necessary to assume that second preference votes distributed to
eliminated candidates (in the above example the One Nation
candidate) are the same as first preference votes received by the
candidate. By making this assumption the final destination of minor
party candidates (where the party was the last to be eliminated)
can be estimated. The table below shows the distribution of One
Nation and Green preferences in districts where either party was
the last party eliminated and the ALP and the LP were the remaining
parties. One Nation was the last party eliminated in 24 districts
and the Greens were the last party eliminated in 17 districts. When
the figures for individual districts are aggregated they show that
for the whole state the ALP received an estimated 51.8 per cent of
One Nation preferences while the LP/NP Coalition received an
estimated 48.2 per cent. In the case of the Greens the ALP did even
better receiving an estimated 68.1 per cent of preferences to 31.9
per cent for the Coalition.
In addition to the problems outlined above two
further complications should be noted. Firstly, the estimates below
exclude instances where One Nation or the Greens were not the last
party eliminated. Secondly, the estimates exclude instances where
both major parties are not the final two parties (i.e. either the
ALP or LP eliminated before the final two parties). The exclusion
of these instances may have an effect on the estimates shown, but
it is not possible to quantify this effect.
